The Supply Chain Manager is responsible for organizing the procurement activities for the ERB RAIL project. Main job tasks are suppliers and subcontractors’ selection, cost optimization and ensuring compliance with procurement standards and project-specific requirements while securing the necessary resources for the project.

DUTIES AND RESPONSIBILITIES:

  • To work closely with the Supplier and the Subcontractor Procurement Director to implement the procurement strategies and processes defined by the Management Teams.
  • To develop procurement plans considering technical, budgetary, and regulatory constraints.
  • To identify cost optimization opportunities while ensuring quality and timely delivery.
  • To identify, evaluate, and qualify suppliers and subcontractors in collaboration with technical and production teams.
  • To launch and manage tenders, analyse bids, and negotiate contracts.
  • To assess supplier risks and develop strategies to secure critical supplies.
  • To draft, negotiate, and oversee contracts, ensuring compliance with project requirements and local regulations.
  • To monitor key performance indicators (KPIs) to evaluate supplier performance.
  • To collaborate closely with internal teams (engineering, finance, logistics) to ensure efficient procurement management.
  • To maintain communication and coordination with suppliers and subcontractors throughout the project lifecycle.
  • To participate in project steering meetings and provide procurement insights and reports.

JOB REQUIREMENT:

  • Bachelor’s degree, preferably procurement, construction, transport or logistics.
  • Experience of 5 years in procurement, preferably in construction/infrastructure projects.
  • Experience in the field of equipment management and materials supply.
  • Knowledge of the construction market: materials, contractors, equipment.
  • Knowledge of the Latvian language and English language proficiency, both spoken and written, to perform duties in relation to all colleagues coming from JV partner companies.
